I thought it might be interesting.
There was a pre-election meeting in Russia, where Mr. Putin put certain things pretty straight. In fact he declared war on certain elements, who he described precisely a can be no doubt, who he thought of.
Here are some excerpts of his speech, which I tried to translate into English. Sorry, if the translation is not perfect, but I tried my very best.
The bold is my emphasis to illustrate, who he spoke about, clearly.

and by this they call, to certain extent, for striking political speculations about these difficulties. But who are these parties? Those, who during decades ruled Russia, and at the end of the 80s let the people without basic services and goods, without sugar, without meat, without salt, without matches and with their policy for sure prepared dissolution of USSR.
Or speculations from those, who some ten years ago controlled key positions in federal assembly and in the government. These are those, who in 90s by being at high positions/functions caused damage to society and to the country, by serving to the interests of oligarchic structures and stealing the national property. These are trying to teach us to live today, they made, among others, the corruption the main mean of political and economical competition. These are those, who year by year took unbalanced, irresponsible absolute budgets, leading at the end to default, decline and multiple attacks on standard of living of the citizens of our country.
Did not these opponents sneeringly call national economy "black hole" and refused the necessity of state support of population?
and specifically those at their time brought down the financing of science and "defense", insisting on the absolutely insubstantial radical reduction of our military.
These are those, who for years did not pay child support, pensions, and salaries. Who in the hardest times of terrorist intervention against Russia treacherously called for dialog, and basically for dialog with terrorists, with those, who killed our children and women. In the most egregious way and cynical way speculating on the victims.
By one word all those, who at the end of the last century brought Russia to mass misery, general bribery to what we are fighting with still today.

Но при этом вызывают, по меньшей мере, недоумение политические спекуляции на этих трудностях. Причем со стороны кого? Со стороны тех, кто в течение десятилетий руководил Россией, а в конце 80-х годов оставил людей без самых элементарных услуг и товаров: без сахара, без мяса, без соли, без спичек. И своей политикой, безусловно, подготовил распад Советского Союза.
Или спекуляции со стороны тех, кто еще каких-то десять лет назад контролировал ключевые позиции и в Федеральном Собрании, и в Правительстве. Это те, кто в 90-е годы, занимая высокие должности, действовал в ущерб обществу и государству, обслуживая интересы олигархических структур и разбазаривая национальное достояние. Это они нас учат жить сегодня, это они сделали, между прочим, коррупцию главным средством политической и экономической конкуренции. Это те, кто из года в год принимал несбалансированные, безответственные абсолютно бюджеты, обернувшиеся в конце концов дефолтом, обвалом, многократным падением жизненного уровня граждан нашей страны.
Разве не эти наши оппоненты презрительно называли отечественное сельское хозяйство "черной дырой" и отрицали необходимость государственной поддержки села?
И именно они в свое время свели к нулю финансирование науки и "оборонки", настаивали на абсолютно необоснованном, радикальном сокращении наших Вооруженных Сил.
Это те, кто годами не выплачивал детские пособия, пенсии, зарплаты. Кто в самый трудный период террористической интервенции против России предательски призывал к переговорам, а по сути, к сговору с террористами, с теми, кто убивал наших детей и женщин. Самым бессовестным образом и циничным образом спекулируя на жертвах.
Одним словом, это все те, кто в конце прошлого века привел Россию к массовой бедности, к повальному взяточничеству – к тому, с чем мы боремся до сих пор.
